New Jersey has 21 counties, 564 municipalities, and almost as many sets of rules. Some towns require a certificate of occupancy before any sale; some only want a smoke and carbon monoxide certificate; some inspect for rental registration when a two-family changes hands. Each county runs its own surrogate's office for estates and its own sheriff sale calendar for foreclosures.
